We have also been improving the degree of territorial and sectorial breakdowns.
At the OCyT we understand that these are fundamental for following up exercises
on STI dynamics in the territories. We include in this edition disaggregation by
socioeconomic objective, following the OECD classification, as well as our traditional
disaggregation by OECD´s fields of science and technology and Colciencias programs.
The socioeconomic objective classification enables to envision the public investment
priorities in STI, to monitor possible transitions in these and will constitute essential
information for future impact evaluations.
Although we do not include innovation as part of the title of this publication,
innovation indicators from information provided by the national statistical office
(DANE), and particularly through the application, every two years, of the innovation
survey to the industrial manufacturing firms in the country. In this edition we include
results from the sixth innovation survey so that the indicators included cover the
period 2003 - 2012. Due to changes in the questionnaires applied by DANE, it is not
possible to include all the indicators for all the years.
In the edition of 2012, we included indicators on scientific publications on
journals included in the open access repository Redalyc. In order to provide the
most comprehensive and complete picture of national scientific production, we
include information on diverse databases like Web of Science, Scopus, Redalyc and
Publindex - the Colombian index of periodical scientific journals. It is important to
take into account that all these information services provide partial information
on scientific production; they have some overlaps and provide information on the
diversity of publication dynamics of scientific communities in the country.
I would like once again to thank the 273 institutions from the different sectors
that respond OCyT´s annual survey on STI investment. Information provided by these
institutions is very valuable for the country. National investment in R&D and STI
(which comprises R&D and other activities) as a percentage of the gross domestic
product, is the most used indicator nationally and abroad since it allows to synthetize
the situation of the country in this matter as well as compare us with other countries.
The indicators presented below should become part of exercises to monitor
the status and dynamics of STI in the country, to perform analysis and studies
on the Colombian system of science, technology and innovation, and to support
impact evaluation of public policies on STI. To the extent that indicators are further
articulated to other´s research and thoughts, as well as to support the development
of evidence-based policies, they will fulfill their purpose and become an important
input to strengthen STI in the country. I take this opportunity to thank all the users
of this publication who are the ones that give value to our work appropriating this
information to their work.
